Lean Six Sigma (LSS) in a law enforcement environment

OVERVIEW
Join United States Postal Inspection Service (USPIS) executives Kevin Rho and Glen Henderson as they highlight lean six sigma (LSS) concepts, tools and process improvements through implementation, cultural integration, improved operational efficiency and increased employee engagement within USPIS.

Participants will see how mindsets are changing as team members are developed through the use of LSS in the workplace to improve both individual performance and agency initiatives. Attendees will also learn the value of continuous progress for the agency and the positive impact it has on employee morale.

Glen Henderson
Inspector in Charge, Phoenix Division

Glen Henderson has 31 years of law enforcement experience, including the past 19 years with the U.S. Postal Inspection Service (USPIS). Prior to joining USPIS, Henderson served for 12 years with the Chesterfield County Police Department in Chesterfield County, Virginia (1995–2007). During that time, he worked as a patrol officer for four years, a narcotics detective for six years and concluded his tenure as a uniform patrol sergeant for two years.
In 2007, Henderson began his career as a postal inspector in the Washington Division, assigned to the Northern Virginia area. He worked cases involving security, mail theft and contraband interdictions and investigations. Henderson also served as a dangerous mail investigations (DMI) subject matter expert for eight years, training hundreds of inspectors who became certified as DMI specialists.

In 2012, Henderson took an employee initiated transfer (EIT) to the Charlotte Division in Richmond, Virginia, where he worked a variety of assignments.

In 2016, Henderson was promoted to team leader in the Fort Worth Division, leading the Fort Worth/Lubbock mail theft and EC team. In 2018, he was promoted to assistant inspector in charge for the Fort Worth Division, with responsibility for all functional areas covering Texas, Oklahoma and Arkansas. During this time, Henderson played a key role in the design, construction and implementation of the 17,800-square-foot Southwest Training Center in Fort Worth, Texas, contributing to the project from 2018 through the facility’s opening in 2022.

In 2024, Henderson was promoted to inspector in charge of the Phoenix Division, where he oversees operations in Arizona, Utah, New Mexico and Nevada.

Henderson holds a bachelor of science in criminal justice from Bluefield College in Bluefield, Virginia, and has received numerous U.S. attorney awards for his investigative contributions to mail theft and contraband interdiction cases throughout his career.

Kevin Rho

A Hawaii native, Kevin Rho graduated from the University of Hawaii with a Bachelor of Arts degree in Management Information Science. He joined the U.S. Postal Inspection Service in 2004 and relocated to the San Francisco Bay Area to begin his career as a U.S. postal inspector in the San Francisco Division.
In January 2012, Rho was promoted to a supervisory position as the Prohibited Mail Narcotics Team leader, and in June 2014, he was promoted to assistant inspector in charge of the San Francisco Division. In March 2024, he was promoted as the inspector in charge of the Cyber and Investigative Technology Group at the USPIS National Headquarters in Washington, DC.
